Switch Forum over to Drupal main site

The plan is to switch the forum over to a Drupal-based system. This issue is meant to track open standing issues and progress. Please use individual cases for bugs/problems with the system.
Everything will first be done on a testing site, after which the procedure is repeated on the main site. Main site import will require a lock on the forums for a few hours, therefore delay this as long as possible.
